What is job site audience reactivation?

Job site audience reactivation is a job board or careers site learning which of its own inactive users are active again on other sites, so it can re-engage them while they are in the market.

Job site audience reactivation

A job site's email list decays: most registered users stop opening within months. The site cannot tell a user who left the market from one who is now searching on a competitor. CoverClicks tells it. The site contributes the activity signals its own pages generate, and in return receives a nightly list of its dormant users who are active elsewhere, together with each user's top occupations and employers of interest.

Publishers use the returned data to target re-engagement sends and to show better jobs. Nothing returned names another site.

Questions

What does a publisher have to install?
One script tag (it works in Google Tag Manager) or a server-to-server call. The publisher reference has both.
Is the data shared with buyers?
Buyers receive signals only for people already on their own lists, keyed by hash, with no site named. Publishers' user lists are never sold or exposed.
